Canon P with Ilford Pan 100

Testing out a newly bought Canon P from ebay with Ilford Pan 100 pushed to ISO 400. Reusing a used developer and processed it for 8mins; found out that there were white spots (not dust) on every frame. Does anyone reuse their developer as well?
